Water from its source is transported and is passed through the water meter and measured by its volume. This is done by means of a spinning paddle which determines the volume of water consumption. It is a mechanical method of measuring and is bound to be inaccurate, as the water that passes through your meter also brings along a steady volume of air.
Water is ideally at a pressure of 65 PSI when it reaches a tap or faucet. When additional volume of air tags along with water, the water meter spins faster hence sending larger amount of water to outlets. This leads to water pressure being higher than its optimum level, which leads to over consumption.

- Using less water for domestic activities etc.
